Normally, if the car hub and the wheel have different PCDs regular wheel bolts cannot sit properly making the setup unsafe to use. PCD variation bolts, also know as "wobble bolts", have a semi-loose washer for the seat. This allows the bolt to accommodate for small PCD differences between the car and hub.
